Apply the Universal to either of these techs to get the other one. Raining Claw goes over an underneath attack, and Circles of Protection goes under an overhead attack...the motion is exactly the same. You don’t really apply the Universal, as much as you’re just changing sides of the circle.
If you really look at these two techs closely, you’ll see that they’re exactly the same technique, only done from different sides of the attack, that’s what I mean by circle.
